Nice flat top on the tone arm to put coins on for better tacking on warped records also a spacer under one leg to level what more do you need

Looks like it might be a quarter HP motor I bet start up speed to 33 was in seconds.

If you count the overhang at the back I think you just found the first 12 inch arm.

its lacking an arm lift, cueing lever, anti-skate,phono cable, record clamp, offset angle on the tonearm, among other things. But it is a TT.

I would't be so quick to judge, some of those old split phase capacitor motors are dead quiet and smooth.
